Strong typhoon pounds Philippines; 41K leave homes

MANILA, Philippines (AP) ? The strongest typhoon to hit the Philippines this year was pounding southern provinces Tuesday, cutting power, suspending travel and flooding areas already vulnerable to landslides.

More than 41,000 residents have moved out of their homes in high-risk coastal villages and along rivers, including in southern provinces that were devastated by a deadly storm a year ago.

Civil defense chief Benito Ramos said officials were checking for casualties or damage from a landslide on a mountainside village in Compostela Valley province. They were also working to verify unconfirmed casualty reports from Southern Leyte and Davao Oriental provinces. Power has been cut off in several municipalities in southern Surigao del Sur, Surigao del Norte and Davao Oriental provinces while parts of Agusan del Sur province are flooded, he added.

On Monday, President Benigno Aquino III made a national TV appeal for people in Typhoon Bopha's path to move to safety and take storm warnings seriously.

"This typhoon is not a joke," Aquino said after meeting top officials in charge of disaster-response.

"But we can minimize the damage and loss of lives if we help each other," he added.

Government forecaster Jori Loiz said Bopha, the strongest typhoon to hit the country this year has weakened since it made landfall in Davao Oriental province early Tuesday. It now packs 160 kilometers (99 miles) per hour and gusts of up to 195 kph (121 mph).

The typhoon's movement has slowed to 20 kph (12 mph) and veered northwest, Loiz said. Its eye was last estimated at 50 kilometers (31 miles) east of Bukidnon's Malaybalay city.

From the south, it is forecast to cross to Negros island in central Philippines and the northern portion of western Palawan island before blowing out into the South China Sea.

Bopha, which has a 600-kilometer- (373-mile-) wide rain band, was expected to be out of Philippine territory by Friday.

At least 80 domestic flights have been canceled.

Aquino said army troops deployed search and rescue boats in advance. Authorities ordered small boats and ferries not to venture out along the country's eastern seaboard, warning of rough seas and torrential rain and wind that could whip up four-meter (13-foot) waves.

In the mountainous Compostela Valley, authorities halted mining operations and ordered villagers to evacuate to prevent a repeat of deadly losses from landslides and the collapse of mine tunnels seen in recent storms.

Residents in a riverside village that was wiped out by the storm last December in southern Cagayan de Oro city moved to a government hall, carrying TV sets, bundles of clothes and a pig.

Nearly 8,000 villagers were moved to four government shelters in Hinatuan, the coastal town that was directly in Bopha's path until the typhoon began to veer slightly, officials said.

Bopha, a Cambodian word for flower or a girl, is the 16th weather disturbance to hit the Philippines this year, less than the 20 typhoons and storms that normally lash the archipelago annually. Forecasters say at least one more storm may hit the country before Christmas.

The ?Instability Ingredient? and Business Risk | The Energy Collective

Businesses have always had to predict and manage risks. Those risks include the potential impact of extreme weather such as floods, storms and drought on a company's supply chain, power supply, and property.

But now companies must find a way to factor in the "instability ingredient" -- climate change -- which is likely to make weather more unpredictable, extreme -- and costly -- in the future.

For example, farms, automotive and electronics plants in Thailand were devastated in 2011 in the worst flooding in half a century. Insurers estimated total costs of the floods at up to $20 billion. For one company, Intel, the floods interrupted the supply of hard drives, reducing revenues by about $1 billion and driving up hard-drive prices 28 percent in one quarter. Those prices aren?t expected to fall to pre-flood levels until 2014.

Individual companies? losses are just one part of the multibillion-dollar costs of extreme weather events such as Hurricanes Sandy and Irene, historic flooding and drought, and record heat waves.

At a recent C2ES workshop, business leaders shared examples of emerging strategies to address these risks and avoid the costliest effects of climate change.

Most large companies have developed business continuity plans and emergency preparedness responses to deal with extreme weather events. Some leading companies are going beyond examining these risks based only on past weather events and are focusing on what the ?new normal? of extreme weather is projected to become.

These companies are supplementing publicly available information with their own studies, exploring the impacts in a particular region, around a particular facility, or in a key market. The Hartford insurance company is supplementing its own extensive historical records of disasters and damages with data from associations like the Insurance Information Institute. Entergy commissioned a study of impacts for its service territory and both Entergy and Rio Tinto are partnering with universities and stakeholders to better understand local impacts, develop capacity, and ultimately build greater business resilience to impacts.?

But many companies are challenged by the lack of information at the regional and local level about changes in climate parameters that directly affect their businesses. More localized pictures of the impacts of a changing climate are still being developed. The cost-effectiveness of different measures to build resilience and adapt to those changes is still being evaluated. Analytical tools are needed to incorporate this information into facility-level decision-making.

For companies already experiencing the impacts of extreme weather events that are predicted to become more frequent with rising sea level and rising global temperatures, these uncertainties are a driver for developing business approaches to better manage risks and enhance resilience.

Turkish energy minister denied permission to land in Northern Iraq: official

ANKARA (Reuters) - A plane carrying Turkish Energy Minister Taner Yildiz to an energy conference in Iraqi Kurdistan was denied permission to land on Tuesday by the central government in Baghdad, a Turkish energy ministry official said.

The plane, which was en route from Istanbul to the northern Iraqi city of Arbil, was forced to land in Turkey's Kayseri, southeast of the capital Ankara, the official said.

The plane would not seek permission to land again and the minister would now not attend the conference, the official said.

It was not immediately clear why the minister's private aircraft had been denied permission and officials in Baghdad were not immediately available for comment.

Ties between Ankara and Baghdad have been strained for the past year since Shi'ite Iraqi Prime Minister Nouri al-Maliki ordered the arrest of Sunni Vice President Tareq al-Hashemi, based on allegations that he ran death squads.

Turkey is now giving sanctuary to Hashemi.

Turkey accuses Maliki of sowing sectarian discord by trying to sideline his Sunni rivals while Maliki says it is Ankara that is stirring sectarian tension.

Both leaders have exchanged public insults and both countries have summoned each other's top diplomats over the past year in tit-for-tat maneuvers.

Ankara has increasingly courted Iraqi Kurds as its relations with the Shi'ite-led central government in Baghdad have soured. Turkey is a major investment and trading partner for Iraq, especially for Kurdistan.

In-sync brain waves hold memory of objects just seen

ScienceDaily (Nov. 2, 2012) ? The brain holds in mind what has just been seen by synchronizing brain waves in a working memory circuit, an animal study supported by the National Institutes of Health suggests. The more in-sync such electrical signals of neurons were in two key hubs of the circuit, the more those cells held the short-term memory of a just-seen object.

Charles Gray, Ph.D., of Montana State University, Bozeman, a grantee of NIH's National Institute of Mental Health (NIMH), and colleagues, report their findings Nov. 1, 2012, online, in the journal Science Express.

"This work demonstrates, for the first time, that there is information about short term memories reflected in in-sync brainwaves," explained Gray.

"The Holy Grail of neuroscience has been to understand how and where information is encoded in the brain. This study provides more evidence that large scale electrical oscillations across distant brain regions may carry information for visual memories," said NIMH director Thomas R. Insel, M.D.

Prior to the study, scientists had observed synchronous patterns of electrical activity between the two circuit hubs after a monkey saw an object, but weren't sure if the signals actually represent such short-term visual memories in the brain. Rather, it was thought that such neural oscillations might play the role of a traffic cop, directing information along brain highways.

To find out more, Gray, Rodrigo Salazar Ph.D., and Nick Dotson of Montana State and Steven Bressler, Ph.D., at Florida Atlantic University, Boca Raton, recorded electrical signals from groups of neurons in both hubs of two monkeys performing a visual working memory task. To earn a reward, the monkeys had to remember an object -- or its location -- that they saw momentarily on a computer screen and correctly match it. The researchers expected to see the telltale boost in synchrony during a delay period immediately after an object disappeared from the screen, when the monkey had to hold information briefly in mind.

The degree of synchronous activity, or coherence, between cells in the areas was plotted for different objects the monkeys saw.

Brain waves of many neurons in the two hubs, called the prefrontal cortex and posterior parietal cortex, synchronized to varying degrees -- depending on an object's identity (see picture below). This and other evidence indicated that neurons in these hubs are selective for particular features in the visual field and that synchronization in the circuit carries content-specific information that might contribute to visual working memory.

The researchers also determined that the parietal cortex was more influential than the prefrontal cortex in driving this process. Previously, many researchers had thought that the firing rate of single neurons in the prefrontal cortex, the brain's executive, is the major player in working memory.

Since synchronized oscillations between populations of cells distinguished between visual stimuli, it's theoretically possible to determine the correct answers for the matching tasks the monkeys performed simply by reading their brain waves. Similarly, synchrony between cell populations in the two hubs also distinguished between locations. So the location of visual information, like object identity, also appears to be represented by synchronous brain waves. Again, researchers previously thought that these functions had mostly to do with the firing rates of neurons.

So the new findings may upturn prevailing theory.

In addition to NIMH, the research was also supported by the NIH's National Institute on Neurological Disorders and Stroke (NINDS).

Apple iPad mini vs Google Nexus 7: Spec comparison


Size and weight

The iPad mini shapes up at 200 x 134.7 x 7.2mm and weighs 312g, against the Nexus 7?s dimensions of 199 x 120 x 10.45mm and 340g weight. So while the devices are pretty much the same height, the iPad mini is wider - yet still thinner and lighter - reflecting more favourably on its overall form factor.

Display

The Nexus 7 has a 7in IPS LCD screen with a resolution of 1,280 x 800 pixels (216 PPI), which trumps the 1024 x 768 pixels (163 PPI) of the iPad mini. Some may prefer the larger 7.9 screen of the latter however, with its thinner bezel accommodating more room in which to operate.

Storage and memory

The Nexus 7 comes in 8, 16 and soon, 32GB offerings, while the iPad mini will available as a 16, 32 and 64GB model. Neither has a card slot for additional memory.

Processor

The Google-Asus manufactured tablet boasts a quad-core Nvidia Tegra 3 processor clocked at 1.3GHZ. We don?t know about the speed of Apple?s A5 chip, but its dual-core engine is likely to lag behind the Nexus 7.

Software

The Nexus 7 runs the latest Android 4.1 Jelly Bean OS, with the iPad Mini running the much-maligned iOS 6.

Camera

The iPad mini offers more in this department with a 1.2-megapixel front camera and a 5-megapixel rear, while the Nexus 7 has only a 1.2-megapixel front-facing cam. Both devices record video in 720p.

Battery

This is a dead heat on paper. Each party claims its tablet can last for 10 hours.

Connectivity

While the Nexus 7 does not even come with integrated 3G, the iPad mini boasts super-fast 4G LTE connectivity on the more expensive models. The cheaper additions are Wi-Fi only like the Nexus 7.

Price

The Nexus 7 was noted for its excellent value on release at ?159 for the 8GB model and the imminent 32GB edition is expected to cost ?200. This makes Google?s product much more of a budget device, with the iPad mini?s price range starting at ?269 for the Wi-Fi only 16GB version, and ending at ?529 for the 64GB LTE model.

iPad Mini starts at $329, is thinner than a pencil

"This isn't just a shrunken down iPad,"?Phil Schiller,?Apple's senior?vice president of worldwide marketing, said as he showed off the all new iPad Mini during Apple's media event on Tuesday. "It's an entirely new design."

The iPad Mini is 7.2 millimeters thin (that's about as thin as a pencil). It weights 0.68 pounds, which is as light as a standard pad of paper.?These measurements make the iPad Mini 23 percent thinner and 53 percent lighter than the third-generation iPad.?The tablet is a 7.9-inch device with a?1024??768 pixel resolution.?"Easy to remember. 7.9, 9.7," Schiller said, contrasting?the measurements of the?iPad Mini and the regular iPad.

There's a dual-core A5 chip, a FaceTime HD camera in the front, a 5MP iSight camera in the back, a Lightning connector, and all the usual iPad guts, of course. From the sounds of it, the iPad Mini contains the power of the iPad 2, with some slight upgrades (and a much smaller body). ?According to Schiller, the iPad Mini has a 10-hour battery life, which is about?on par with the battery life Google advertises for the Nexus 7.

Schiller took several jabs at Google's popular 7-inch tablet, ouf course, pointing out that???unlike the Nexus 7???the iPad Mini has over 275,000 apps specifically designed for tablets available to it, rather than a bunch of scaled-up phone apps.

"We took the time to create a product that was a concentration of, but not a reduction of, the original product,"?Apple's senior vice president of industrial Design, Jony Ive, pointed out in a video shown during the media event.

Like the iPad, the iPad Mini has a line of accessories such as Apple's Smart Covers, naturally. "It is every inch an iPad," a commercial shown during the event emphasized.

The iPad Mini starts at $329 for a 16GB Wi-Fi-only model. 32Gb and 64 GB Wi-Fi-only models are available for $429 and $529, respectively, while their LTE-capable counterparts are priced at $459, $559, and $659, for the 16GB, 32GB, and 63GB versions, respectively.

Pre-orders start on Oct. 26. The Wi-Fi-only models will ship a week later, on Nov. 2. The LTE-enabled models will ship about two weeks later.

Mood Mate: Great Mental Health App, Could We Get One Like It ...

Sometimes the time for an app has just come.

Launched on World Mental Health Day?on October 10, a new mental health app already has?more than 1,500 downloads and a #3 ranking among free Health & Fitness apps?and, lest we forget, a mention on Twitter by none other than Alistair Campbell, Tony Blair?s former spokesman who now campaigns on mental health.

It?s got the properly British name of Mood Mate, as the application comes out of the University of Reading, where researchers are studying whether an iOS app could, as they write, ?help people with low mood and anxiety to find and seek local treatment.?

And after all my beefs about mental health apps not being backed up by research (see ?We Know There?s an App For That?But Often Research Lags Behind Mobile Mental Health App?Claims?),?this app continues the research even as it is being utilized.

Alex Gyani, a researcher at the University of Reading Department of Psychology, devised a way for people to use an app?and for research data to be gleaned from it at the same time.

Mr Gyani said: ?Having a randomised [forgive the spelling; he's a Brit] controlled trial built into an app that is available on the iTunes store is a fantastic way to conduct research ? and the more participants we can recruit, the more we will learn.?That?s why an app is such a great way to conduct a trial like this one.?

He continues, ?We hope it will enable us to find new ways to help people suffering from mental health problems in the UK get the psychological treatments that have been shown to work.?

So users of the app become subjects when they download it. People are only eligible to be part of the study?although given the number of downloads, seems like people who are not officially part of the study find the app useful, as well?if they?re suffering from anxiety or low mood.

The study is structured so that two-thirds of those who download the app are asked to monitor their moods for 30 days and are given information about where to find local services where they can receive mental health help, without going through a GP, the equivalent of a primary care physician.

In a really cool move, the treatments recommended are part of the National Health Service?s ?Improving Access to Psychological Therapies initiative, or IAPT, on which the government has spent ?400 million since 2007,?and are therefore free. [Can you see this happening in the States? Free medical care for mental health? Seems like that could be a big part of the holdup in getting a similar app here Stateside.]

The remaining third just get the information about where to find services without monitoring mood.

The point, you might ask? Researchers are trying to determine whether monitoring mood encourages people to seek out treatment.

You can find more about the app from its Tweets (handle @MindAboveMood), from its website, and from reading the reviews on iTunes?where you can purchase it, as well?for nothing down?if you happen to be British.

Mood Mate would certainly have to be tweaked to fit into an American approach to medicine (and lose the word ?mate,? as well, I?m sure)?but it doesn?t seem all that hard, if someone takes an interest. Well, maybe if you cut out that offering free services, too.

What an utterly unAmerican idea.

BBC boss faces tough questions over Savile scandal

LONDON (AP) ? The BBC chief says allegations about decades of sexual abuse by its longtime TV host Jimmy Savile ? and the broadcaster's failure to stop him ? constitute a "very grave" crisis for the venerable organization.

Director-general George Entwistle told British lawmakers on Tuesday that it is too early to say whether sexual abuse was endemic within Britain's publicly funded national broadcaster in previous decades.

But, he said, "there's no question in my mind that what we now know happened is a very, very grave matter indeed."

Entwistle said the BBC was investigating historical allegations of sexual abuse or harassment against "between eight and 10" past and present employees, as it investigates whether Savile was at the heart of a wider pedophile ring within the corporation.

Entwistle's testimony before the Culture, Media and Sport Select Committee comes a day after the BBC aired a powerful TV documentary about the corporation's role in the expanding sex abuse scandal around Savile, who died a year ago at age 84.

Since Savile's death, scores of women and several men have come forward to say the entertainer ? a longtime host of music and children's programs ? abused them when they were children or teenagers. Police have identified more than 200 potential victims.

The BBC, one of the world's largest and most respected broadcasters, is under fire for failing to stop the abuse and for pulling a "Newsnight" expose on Savile from TV schedules at the last minute in December.

The sex allegations were later aired on the rival ITV network.

The head of the BBC's "Newsnight" program, Peter Rippon, has left his job pending an investigation of his decision to scrap the Savile story.

The BBC documentary on Monday night, which was watched by more than 5 million people, presented the unusual spectacle of BBC journalists grilling their own bosses about why the piece had been dropped.

Entwistle has been in the BBC's top job for just a month after years in senior news and current affairs roles.

The U.K. lawmakers' committee may also want to question his predecessor, Mark Thompson, who led the organization at the time the "Newsnight" report was yanked. Thompson was appointed chief executive of the New York Times Co. in August and is due to take up the post next month.

Few public figures have had as spectacular a fall from grace as Savile, who was knighted for his charity fundraising and praised on his death as a popular if eccentric entertainer.

Since the ITV report earlier this month, his family has removed and destroyed his gravestone, and two charities named after him have announced they will close.

It is not just the BBC that is under fire. Schools and hospitals associated with Savile's charity work stand accused of letting him abuse young people during visits, perhaps fearful that speaking out would cut off their access to his prodigious charity fundraising.

And state prosecutors have acknowledged that they investigated four abuse allegations against Savile in 2009 but did not press charges.

"There is no question that what Jimmy Savile did and the way the BBC behaved ... will raise questions of trust for us and reputation for us," Entwistle told the lawmakers. "This is a gravely serious matter and one cannot look back at it with anything other than horror."

Among likely voters, the candidates are now tied, 47% to 47%, in a race that appears on track to be one of the closest in U.S. history.

Mr. Romney has pulled abreast of the president for the first time all year in the Journal poll, erasing a three-point lead among likely voters that Mr. Obama had in late September and a five-point lead earlier that month. Mr. Romney's surge followed his strong debate performance in Denver early this month and a contentious second debate with Mr. Obama last week.

Among Registered Voters, Obama still leads 49-44%, according to the poll.

This WSJ poll is in line with most polls, with the exception of Gallup, which still has Romney with a 6 point lead.

Obama Turns From Jokes to 'Romnesia' Jab

If for a moment Thursday night, President Obama and Mitt Romney could enjoy a brief respite from an otherwise contentious campaign, by today they had put away their jokes and were back to practicing their jabs.

After an evening spent in white ties and tails at the Al Smith dinner gently ribbing each other, the tone of those jokes today turned much more pointed, as the two men readied for their third and final debate in Florida on Monday.

At an event at George Mason University today, the president was still making jokes, but they carried a punch.

"[Romney is] changing up so much and backtracking and side stepping we've got to name this condition he's going through," said the president.

"I think it's called?'Romnesia,'" he added to cheers and laughter. "I'm not a medical doctor, but I do want to go over some of the symptoms with you because I want to make sure nobody else catches it."

After stumping in Virginia today, the president will spend the weekend at Camp David preparing for the debate.

Romney headed to Boca Raton, site of the debate where he will hold a fundraiser and then begin another round of debate prep.

The debates this year have taken on an outsize importance and as the races tightens the stakes for Monday's faceoff could not be higher. Following their first matchup, Mitt Romney received his most significant bump in the polls all year. And following the second debate, Obama had his best day of fundraising ever, including the 2008 campaign.

"This race is close," said Albert May, a professor of political communication at George Washington University. "Anything that moves the polls a point or two is going to be important."

Joking aside, Monday's debate will focus on foreign policy, an area of expertise on which the president has traditionally polled better.

Last week's debate, however, exposed a chink in the president's record, particularly when it came to his understanding and announcing the causes for the Sept. 11 attack on the U.S. consulate in Benghazi, Libya, that left four Americans dead.

A new report out today suggests that the CIA station chief in Libya reported to Washington within 24 hours of the attack that there was evidence that terrorists were behind the assault. Romney has scored points on foreign policy by criticizing the president for not quickly and categorically ascribing the attack to terrorists.

"Of course the debate is important," said a Romney campaign staffer unauthorized to speak for attribution. "Given the president's shifting record on Libya, I imagine it will come up in a debate on foreign policy."

"On Monday, the President will discuss how he's kept his promise to the American people to end the war in Iraq in a responsible way, refocus on al-Qaeda, and put forward a plan to end the war in Afghanistan. In contrast, all that Mitt Romney has offered in blunder and bluster. He said he wouldn't move heaven and earth to get bin Laden. He called Russia, rather than al-Qaeda, our number one foe," said an Obama staffer on background.

"And he has failed to outline a plan to end the war in Afghanistan and even said he would have left tens of thousands of troops in Iraq. We need a President who not only keeps us safe in the world, but also understands the need for steady leadership and keeping us out of endless wars. On these points, Mitt Romney has failed," said the Obama staffer. "This debate might not have as much impact as the first debate, largely because they've tested each other," said May. "It also might not just be about foreign policy, and it won't be just about Libya. They'll talk about Libya, China and Russia. Few elections turn on debates, there haven't been many elections that turn on foreign policy."

According to a comprehensive Gallup study, only two debates between 1960 and 2004 moved the meter and quantifiably changed the direction of the polls and the outcome of the election.

But this year's debates seem to be altering the electoral landscape.

Following the first debate two weeks ago, and a lackluster performance by Obama, Romney saw a sustained bounce in the polls, drawing him close to Obama or putting him ahead of the president nationally, according to a flurry of polls.

The Obama campaign was bolstered today by fresh NBC News/Wall Street Journal/Marist polls that found Obama with healthy leads in two key swing states, holding a 51-43 lead over Romney in Iowa and a 51-45 lead in Wisconsin.

The debates matter in another way. President Obama had his best fundraising day ever following last week's debate in New York, according to the AP.

The AP also crunched the numbers to reveal the biggest campaign contributors. Both candidates have big name backers. Hollywood director Jeffrey Katzenberg, Obama's single biggest contributor, gave the campaign $2.5 million. And Sheldon Adelson, who has said he would be willing to give Romney $100 million, cashes in as his biggest supporter with a whopping $34.2 million.
